Can a non-citizen that is visiting the US for 6 months apply for health insurance?

My grandma lives in Germany and is getting old. She has some medical conditions (the standard old age issues) so I am moving her over to the US to live with me, but she won’t be a legal resident right away. I’m bringing her here to visit first. While she is here she needs healthcare insurance to cover her medical care costs. Can a non-citizen that is visiting the US for 6 months apply for health insurance? I know once we get her here under a permanent status we can get her covered, but how can I apply for insurance if she is only considered to be visiting?
