Can someone who is on Medi-Cal based on their income save money in the bank?

I’m a little confused on property limitations for Medi-Cal. If someone were to make roughly $16,000 a year from a job, and are ineligible for a discounted plan from CoveredCA and were put on Medi-Cal, can that person save money in a bank account? I thought the property limit was $2000. Does that not apply here?
