Cobra & VSP Vision

I was wondering if anyone possibly knows the answer to this. I currently have VSP vision insurance through COBRA after leaving my job. And in that plan, the benefits reset every January. From what I can tell, there’s nothing that’s keeping me from using the benefits and allotment of contact lenses and canceling the plan sometime during the year. I can’t find anything in the plan docs that says I’d have to repay a portion of the costs because I didn’t keep the insurance for the whole year, and I can’t find any lock-in provisions during cobra.

So the first question is, can I utilize my materials benefits and cancel mid-year with no penalty? And secondly, I’ve been given an offer with a new company who also uses VSP as a vision provider. If I signed up with them, do my benefits start over, or is VSP smart enough to know that I was on a different plan with a different company, but somehow counts any benefits I received toward the new plan?

I know that probably sounds confusing.
