Got kicked out from Medi-Cal after 65

So my mom just reached age of 65 this year and a month later we received a termination letter from Medi-Cal saying that they will terminate my mom’s Medi-Cal because “You do not have medicare part A and/or part B. When you receive verification of Medicare, please contact this office again.” The problem is my mom is a green card holder and has never worked in US and thus she would not be able to qualify for Medicare. I contacted the Medi-Cal office and they said providing the proof of disqualification from Medicare should help but all I got is a screenshot from the Medicare website saying that the applicant is not qualified for Medicare. I have already submitted it and now is waiting for response. The Medi-Cal phone line is always busy and it always takes at least an hour to finally be able to talk to someone who might or might not be helpful. One time the rep told me to re-apply Medi-Cal for my mom but I cannot see how it would help the case; and another time the rep told me it should be a mistake that Medi-Cal is not terminating anyone due to Covid-19.

My question is, does anyone know if my mom should still be able to qualify for Medi-Cal if she is not receiving/ qualified for Medicare?
