I’m an American citizen that has been living overseas in a lower-middle income country for 12 years. In mid February I’m moving back to the US with my husband (foreign with spousal visa) and two kids who are US citizens without SSNs at the moment.

First question, given that I’m moving mid Feb should I apply for insurance during open enrollment? If so, can coverage – and by extension premiums – only start in February if I do this? If not, when should I apply so that coverage starts in Feb when we arrive?

Second, I am an independent consultant who files taxes each year as required. My income in my current domicile equates to 48k per annum. When I apply for insurance it asks how much my household should make in 2021. This is hard to answer given that I’m a freelancer. Also my husband has never filed taxes. So should I guess my income? What would the consequences be if we estimated a 90k household income, for example, and thereby get a reduced premium, but ended up making 120k, for example?
