Husband was let go during probationary period

Husband was let go from his company on 12/31 during probationary period that ended 1/2. He already elected his insurance benefits that were supposed to start 1/1. Is he eligible for cobra? I’m unsure because technically his effective termination date is 12/31 and coverage was supposed to start 1/1. If he’s not eligible for cobra, will my job allow me to add him? My job’s HR paperwork says qualifying life event is if spouse loses coverage but again, he technically didn’t have coverage. What are other options? This was really worries me. His previous insurance (was on his mom’s plan) ends 12/31.
