I have new employer insurance and chosen a Primary Care Physician (PCP) but when i called, they said they are not accepting new patients. Is this normal?

I am not here to complain or anything but just wanted to double check. Our company got a new health insurance (different provider) and i chose a new PCP using the provider’s website (Anthem Blue Cross).

Anyway, after choosing PCP few days ago, i called the number and try to schedule an appointment for preventive care + lower back exam but they said they are not accepting new patients… Is this normal or should i be considered an existing patient since he/she is my PCP?
