IRS eliminated my refund because my wife was automatically enrolled in marketplace insurance

My wife was enrolled in market place insurance under her dad’s plan in 2018. I didn’t know anything about that. I got married to her and enrolled her under my insurance plan, which I got from my employer. Now in 2019 my father in law didn’t elect my wife as a dependent on his marketplace insurance plan because I got her insurance from my employer. Me and my wife jointly filed taxes in 2019 as my wife wasn’t working. Now IRS eliminated my refund and asking me to pay 25000$ which is the credit they have given to the health insurance. Me and my wife didn’t know that somehow she automatically got enrolled in marketplace insurance in 2019 even though her dad didn’t elect her as a dependent on his plan. She has never used that insurance. What should I do in this case ?
