Need help figuring out GA medicaid for my best friend.

My friend has a seizure issue, she isn’t disabled from it, but she does have medical issues that she has to see a neurologist for. She does not make any money as she can’t work due to the pandemic and she just graduated from college over the summer.

How can someone in Georgia be denied if they don’t have the money to pay for insurance? She’s been denied once for Medicaid, but we’re looking on the Healthcare marketplace and they want to charge here somewhere between $200-$300 a month and if she has no income… how is that possible? Doctor bills are piling up for her, she has to take her medication or she’ll have serious consequences. She’s been in the hospital 3 times now because of her seizures and still gets no help.

Any ideas? Suggestions? Right now it costs her around $80 to see her doctor, more for her neurologist, and each month’s supply of medicine is adding another $30-$50 onto it depending on coupons/discounts available. Is there a way to get her into Medicaid? Fight the decision? File an appeal? She’s African American, 26 years old, seizure disorder, resides in Georgia, cannot be claimed as a dependent on anyone’s taxes… am I leaving anything important out? Please let me know if you need more info!

EDIT: She was on medicaid when she lived in New York state, but that was a while ago and she was paying in-state tuition for college, so she’s considered a resident of Georgia now.
