Oscar insurance is trying to refund me money that I didn’t ask for. Scam?

Zip: 11372 (moved to 02111 as of 03/2021)

I used to have a catastrophic plan with OSCAR in 2020. If I left the auto-renew option on I would have been transferred to a Bronze plan in 2021 which I couldn’t afford. I got myself signed up for my new plan with another company and informed Oscar that December 2020 would be my last month with them. So far, everything is good. When 2021 rolled around, Oscar stooped sending me bills and when I sign into their website it says I am no longer a member. A few months later and I get this in the mail:

As I mentioned above, I canceled my plan and was never on Oscar in 2021. When I read the letter I assumed I got it because different departments at Oscar were not communicating with each other and that I wouldn’t get the check so I just ignored it. Yesterday I got the check in the mail, and get messaged by Oscar asking to confirm my address for the refund. Now I suppose having an insurance company trying to give you money is a problem that you want to have but seeing how they don’t owe me any of that money I’m concerned that if I take it I will wind up in all kinds of trouble. I logged into the Oscar website and responded to the message they sent and only got more confused.

Here is the conversation from the chat:

Oscar: This is *REDACTED* with Oscar! I tried contacting you by phone but was unable to reach you. I am reaching out to you today to inform you that Oscar made an error and did not notify you of your plan change for 2021. To rectify this problem, we are going to refund you the difference between the 2021 Bronze plan and the 2021 version of your Secure plan for five months (January through May). You will be receiving a letter in the mail soon that will review these changes and highlight the refund you will be receiving. The refund will be sent shortly after that. We are aware that you may have incurred additional fees as a result of the increased premium payment. If this has happened to you, please send in proof of the fee (screenshot or pdf of a bank statement) that visibly shows the date and amount. You may send proof via this message thread via the paperclip icon or you may email proof to [help@hioscar.com](mailto:help@hioscar.com). If you choose to send in proof via email, please be sure to include your full name and Oscar ID number in the ‘Subject line’ of the email. To ensure that you are aware of all your options, we wanted to let you know that Open Enrollment has been extended to May 15th in New York due to the ongoing response to COVID-19. You may enroll in a new plan for next month on the Marketplace where you may qualify for premium support or a public program. If you enroll in a new Oscar plan, we will carry over to your new plan the amount you paid towards the deductible and out-of-pocket maximum of your current plan. If you have any questions regarding this issue, you can reach your dedicated care team at 855-940-5675 or reply to this thread. Me: I am no longer an Oscar member.

Oscar: Hello. I understand you are no longer an Oscar member. However we just need to confirm your address on file as we are sending out two letters for you. One will be a refund check. I have attached the two letters for you to review here in this messaging thread. The address we have on file is *REDACTED* Is this still correct?

Me: The refund you are referring to is for bills paid in 2021. I was never charged in 2021. I was not auto-enrolled. My last bill was December of 2020.

Oscar: So this refund will be for you regardless if you were enrolled or not.

Me: Why would you give me money that you don’t owe me?

They have yet to respond. Does anyone know what’s going on here? Why do they insist on giving me money that isn’t mine? Will I get in trouble if I cash the check? Thanks to anyone who can help me.
