Preventative Newborn Care

I had a baby 8 weeks ago and it was a completely normal birth. The baby was fine; no NICU treatment or nursery. I just got the bill for the newborn assessment by his pediatrician in the hospital and, to my shock, it wasn’t considered preventative thus subject to my deductible. That make zero sense to me whatsoever. He doesn’t even have a treatable condition. This seems way out of wack to me, is this correct?
