Too little income for subsidized insurance but too many assets for medicaid?

If you have below the poverty level in income, you do not qualify for a subsidy, instead being directed to medicaid. However, if you have too many liquid assets (over 2K), you are not eligible for medicaid. How does one get health insurance if they have both low income and high assets?
