Too wealthy for ACA discount, too poor to afford it

This is on behalf of my parents who are 62, located in VA if that matters. My dad is a 1099 worker, they have been getting health insurance through my mom’s work. She is trying to find new employment because her job is terrible, but a lot of her prospects do not provide health insurance. The healthcare.gov site is quoting them like $1800+/mo plans with deductibles. They really can’t afford that, it would be a lot more than what they pay now. With her employer they pay about $700-800/mo or less. I would estimate that their annual income is about $100k, but my mother makes about $35, so the bulk comes from my dad’s pay.

I am wondering if they have any other options here. My mom is desperate because of how stressful her job is but they would take a big financial hit on this. They have even looked into things like the christian healthshare ministries, which I have advised them against because it looks like a scam. Any advice? I’ve heard a lot of people are struggling with this.
