60 day special enrollment period – from date of losing coverage? (CA)

Is the 60 days SEP from the date that coverage is lost or from the date of the event? (I’m specifically NOT using the word “qualifying” in front of event here since it looks like the loss of coverage seems to be the actually defining event). The trigger event is mid month, but the loss of coverage is end of month. I know I’m splitting hairs a little, especially given that California’s open enrollment is until Jan 31, 2022, but it makes a difference of a coverage month for me.

Also, for clarification, Covered California says this gives you a special enrollment period:

Lost Health Insurance

You lose your employer-sponsored coverage.

But does that mean YOUR employer, or can it also be for when you lose YOUR SPOUSE’S employer-sponsored coverage (due to divorce; I’m losing it, but it will still continue on for employee aka STBXH).
