My dad is ill, does not have insurance, and will not accept help. Can I set up a policy for him?

Not sure if this is the right flair, but I’m not really sure one fully applied.

For some background, my dad will be 65 in November and at that point will be eligible for Medicare, but he has had some very concerning health issues arise in the past few months that have me sufficiently worried that he honestly may not live (or at least will be completely debilitated) to his next birthday if he does not seek medical treatment immediately. He has been uninsured for about 3 years now, since he started at his current job.

His employer offers reimbursement for health insurance, but does not pay for it directly, and my dad refuses to take advantage of this because in his mind, this means his employer is not paying for his insurance and is choosing to go without insurance now out of principle.

My sister and I are financially stable, and can definitely afford to pay for a policy for him, but he will not accept financial help. Can we take out a policy for him, set it up to debit from our accounts, so he can get medical care? This is not urgent care type stuff, this is chronic illness that is approaching an emergency. TIA.

EDIT: switched medicaid for medicare
