I (22M) am a dependent on my step mother’s health insurance. Even though I reimburse her for my part of the health insurance, said step mother is the policy holder. A few weeks after getting the health insurance policy, I had an injury that required me to have some surgical repair and physical therapy. All of the doctors, physical therapists, etc. have been paid by the health insurance. I have been making payments for my out of pocket expenses.
More recently, I was contacted by my father (married to my step mother) saying that they received notice that my health insurance would be canceled and I would have to repay the health insurance provider if certain forms are not filled out. I do not live with my father and step mother, and they will not let me see the forms. I wanted to have the forms scanned (or at least photographed) and sent to me so that I can fill out my portion of them or send them whatever information they need. However, my father insists that I give my answers over the phone for some reason. Our schedules tend to not align, so this has been a lot of unnecessary hastle. We are also not on the best terms right now, which leads me to suspect that the phone call will not just be about the forms. I will call to give my answers when possible, however.
Having said that, this whole thing has made me wonder something: how or when can a dependent be required to pay the insurance provider? I understand if the health insurance company decides to cease coverage of the dependent (me in this case), but would payment of the insurance company not be the obligation of the policy holder? I have not received any bills or notices from any health insurance companies. I don’t see how any mail for me could have been sent to my father and step mother considering that I have not lived with my father or step mother for about 5 years, and they have moved multiple times since then. I was wondering this because my father said that the health insurance provider would go after me if they do not complete the forms. Even if my father and step mother are the ones responsible for paying, I still want to do my part to help. It’s just that my father takes on a somewhat threatening tone when he says that the health insurance company will go after me, and I want to know if said threats are valid.

My father and step mother said that the health insurance company will force me(the dependent) to reimburse the health insurance company for covering certain medical expenses if my father and step mother do not fill out certain forms. Would the policy holder be responsible for repaying the insurance company, or would this be an exception where the dependent would be responsible for paying?
Edit: I originally just said that I had an “accident,” instead of “injury” which implied a car accident even though that was not the case.
