40,000 on eob?! ACA bail out ?

Hi everyone I posted this in personal finance but deleted and will repost here

In December I had a kidney stone infection. My temp was at 103 and my blood pressure was dropping significantly. My husband took me to the closest urgent care. Its actually a stand alone er but we didn’t know that till now. They said they accepted bcbs and he couldn’t go in with me. Come to find out theyre not in network. They were worried about sepsis in my system so they kept me there over night in observation. We had met our deductible already. I was checking our new 2021 deductible Monday and I saw an eob for this visit and it stated our insurance paid 1,000 dollars and the line that says “you pay” said 40,000. Of course I was panicking and taken aback by this. I called bcbs the next day and they said it was balance billing and to call the center to see if they could work something out for me. I called the er and they said we wouldn’t receive a bill. That I signed something acknowleding the affordable care act (I was losing color and nearly passing out i don’t remember what I was signing) and whatever my insurance pays is what they’ll take. I called 3 times and talked to 3 different people each time to verify if this was true. They all said yes. Because of the aca I would not receive the bill. The last rep I talked to mentioned something about the er center writing it off ? Has anyone heard of this before ? Also is my total really 40,000 or do eobs change through the process and im just able to see the progress online? Did I sign something and my taxes will be affected by it as far as charges or something (don’t know why but I thought maybe my taxes might be affected) ? I should feel relieved but im actually more nervous about it.
