Insurance is only good in another country, is that legal?

I got my insurance through my employer, Amazon. I just got all the paperwork today and it turns out primary care is only in TJ, Mexico. I’m an American citizen, I live and work in San Diego. While I can go to urgent care in the US it’s $140 copay and ER visits are even more. I was never informed about this when I signed up. I’m wondering how this is even legal and what I can do now.
