Did I misread this Insurance Benefit?

I’m using my VSP vision benefits and under “Contact Lens Exam,” it says

“Coverage: $150.00∞ allowance for your contact lens exam and contacts. (See Contacts section below.)”

And then the foot note for the ∞ says:

“∞ At retail chains, your contact lens exam is not covered and you’ll need to pay the provider directly. The allowance applies to contacts only. Coverage not available at x”

How I interpreted this was that the contact lens exam was covered up to $150 for *non-retail* chains. I went to a non-retail chain today for my contact lens exam and they said it was not covered and that the allowance is only for buying contact lenses.

And then under the “Contacts instead of Glasses” section, there’s the same coverage but the footnote ∞ now says “Allowance only applies to contacts at retail chains. Your contact lens exam is not covered. You’ll need to pay the provider directly. Based on applicable laws, benefits may vary by location.”

I’m so confused: I was under the impression that the $150 allowance could be used for contact lens exams at non-retail chains, but now that I’m reading it over, it seems like the coverage is for a contact lens exam and contact lenses with a caveat that the contact lens exam is not covered. Is this legal? I’m on hold with a VSP representative now and I just want some clarity.
