Seeking advice for OON specialist for Endometriosis

I am an absolute novice with health insurance. I’m 35 with endometriosis and until last year when I got diagnosed I had barely ever seen the doctor for more than an annual physical. This is brand new territory. Add in a poorly researched and under diagnosed disease with zero specialists in my area and I am out of my depth.

I am currently seeing the best choice gynecologist in my area, he at least is not focused on fertility and obstetrics and is the go-to guy for gynecological disorders. However, he is not an endo specialist and despite an MRI that suggests pretty advanced disease he does not suggest surgery. I want to go out of network, ideally to Cedars Sinai in LA to get a second opinion and hopefully excision surgery to remove the endometriosis and scar tissue that have glued my organs together. How do I do this? I have a follow up appointment in August and I need to figure out how to go about it. I also have the option in April to change my health insurance plan (blue shield PPO) to possibly get better out of network coverage. I’m not even sure which plan to choose that would be most affordable. Any and all help is so appreciated. I’m so grateful to have been healthy most of my life but now I just feel so lost and incompetent. The pain and brain fog from this awful disease doesn’t help.
