Can someone explain $0 deductible insurance?

Starting a new job that 95% covers health insurance so I wanted to make sure I select the best one for me since I plan on using it. I want HMO coverage and the option that stands out has a $20 copay, a $0 deductible and a $1500 out of pocket maximum. Also has 0% coinsurance. Am I correct in picking the plan with the lowest numbers across the board? Would there be a reason I elect a higher deductible? I would be paying $13 biweekly with this plan.
