Kentucky Medicaid Qualifying Relative

Hello,

I am a 24 year old part time student who lives at home in Kentucky with my mom and brother. Last year, I applied for Medicaid and was subsequently accepted. Even though my mom makes good money, I did not factor in her income in my application due to the fact that I am too old to be claimed as her qualifying child. In other words, I did not “plan” to qualify as a dependent for 2020. I did not include my mom’s income, and I put myself as head of household.

However, due to the pandemic, I ended up making less than $4,300 in 2020 (most of my money comes from grants). Consequently, my mom is now able to claim me as a qualifying relative as she files her taxes.

My question is: will Medicaid ask me to pay back the money they put out? I certainly did not plan to be able to be claimed, but that’s the way it has worked out. I am particularly concerned because during 2020, I had a very expensive (but necessary) surgery that I would have no hope of ever paying back. It would seem pretty ridiculous if they asked me to pay back services due to not making enough money, but nevertheless, my lack of significant income seems to have put me in a gray area.

I’ve already called the Medicaid office 4 times, and each time they tell me that it looks like I should be fine, but to be frank they don’t sound very confident, and it doesn’t really seem like they know what they’re doing (I can’t blame them, you basically have to be a tax lawyer to understand this stuff). Additionally, I get a slightly different answer each time I call, but the gist is that they seem to think I’ll be in the clear.

I’m hoping someone here can offer some clarity or peace of mind. Hope to hear from y’all soon!
