Why is my tax credit $0?

This is what my qualification letter says:

“You are eligible for a premium tax credit equal to $0. This is because the amount you are expected to contribute to health coverage is more than the cost of the benchmark plan in your area.”

I don’t understand this. I make well within 400% of the FPL so why is my tax credit $0? If the amount I’m expected to pay is more than the “benchmark plan” wouldn’t I qualify for a tax credit? What even is the benchmark plan? I’m just super confused why I don’t qualify for a tax credit, it doesn’t seem to have anything to do with income since I should qualify based on income.
