I had to pause work Late January 2021, go on medical leave and apply for Short-term Disability (private insurance). 2 months later in March 2021, I was dropped by my employer’s health insurance. I just enrolled in COBRA today.

How do I apply for a refund? Technically I was not fired (yet), I still have a job I can return to. However because of medical reasons it is unlikely this will happen soon. Does this count as “involuntary dismissal” and a “qualifying event” for ARPA purposes?
