Debt collector calling for bill I was told would be paid.

23 yr old college student from Indiana. Work part time but obviously don’t make very much being in school. About a year and a half ago I had some chest pain so I went to my local ER. I was uninsured at the time but I was placed on Presumptive Eligibility for Medicaid and was told multiple times by people at the hospital that PE meant “no matter what happens I won’t pay a dime”. Turns out I was fine and likely was just having a panic attack so after some tests the doctors sent me home. Since they definitively told me I wouldn’t have to pay a dime for anything they did that day, I didn’t even think about until this morning I get a call from a debt collection agency about an unpaid medical bill for some X-rays they did. How can I get rid of this bill without paying?
