I switched employers in July of last year which created a gap in my health insurance. I signed up for COBRA to cover the months of August and September because my new insurance went into effect October 1. I contacted FL Blue on August 11 to ask for the procedure on cancelling COBRA effective 10/1. I was advised to send an email to a specific email address with the details of my policy, identifying personal information, that I obtained other health insurance through a new employer, and the effective date. I provided all of this in an email on 8/11. I did not receive any more COBRA bills in the mail after September’s payment.
Until! I received a letter from FL Blue at the beginning of this month advising I owe $5300 in COBRA payments to pay for October 2020 to present. I contacted them and informed them I followed their procedure to cancel as of 10/1. They told me to send the email again, which I did on 4/2 with the original 8/11 email also attached. I also sent a statement via regular mail and certified mail to their PO Box advising the same thing as the email and printed and attached the original August email…..I called the following Monday and got a weird response that yes they received my certified mail but my inquiry had been “closed” and that my bill was still $5300 and still active ? So I attached the first two emails to another email on 4/7. I got a response back to the 4/7 email that they would be “working on it.” I called again this week and my account is still open and I still have a balance of $5300.
I contacted the Florida CFO insurance complaint hotline and they advised I cannot file a complaint with them about it until 4/30. And I’ve never filed a complaint through their office so I’m not sure if it’s even worth it ? Do I just continue calling FL Blue for updates ? Is this something they can send to collections?

Edit: also I left the employer voluntarily so the COBRA CARES subsidy thing isn’t relevant.
