20 y/o Male. HSA Silver with Kaiser or Covered California with Financial Assistance?

I am 20 years old and looking to get health insurance. I’m healthy, but I will need coverage for my cochlear nucules replacement (not for another 1-2 years). I just want to be prepared in case anything happens to me.

Should I get HSA Silver HDHP HMO Plan with Kaiser which is a $3,250 deductible than a 20% copay to $8,000 OOM? The premium for the HSA Silver is $290 a month. The bronze is both $7,000 for deductible and OOM with the premium of $264 a month. I think silver is better.

I like the plan, still need to figure out if they will cover cochlear replacement every few years and whether I will get a cheaper plan with covered California, I went to their website and entered $20,000 as income and it says $4 a month with financial assistance? The website won’t be available to apply till May 11th. Should I wait for Covered California or just get HSA Silver?

I’m a dependent claimed on my parents’ 2020 taxes, but plan to become independent this year if it’s relevant. Also, this is my first time shopping for health plans, can I just choose HSA silver regardless of income, I know the financial assistance won’t apply, but I can afford the premium along with other expenses and have saving to cover the OOM if needed.

Edit: Also, I don’t want Medicare/Medicaid if that’s what the low cost means by Covered California. I did have Medicaid and going to Kaiser until I lost it with SSI, but won’t rely on them.
