Is there anyway to keep current health insurance when leaving a job?

I don’t mean COBRA. That’s temporary and expensive. What I mean is this: my family are covered under BCBS right now and my husband is looking at a job that offers Cigna. It’s not great for our area and doesn’t have coverage for the hospital 5min from us. I’ve had to take my kids to the ER a few times and don’t want to do a 20+ min ride in potential traffic to a hospital, damn it. So it would be better if we can keep our current plan. We are members right now! Why can’t it just continue through some means of…. Idk us paying a monthly premium or the new employer talking to BCBS and saying “sure keep this guy on here- we are using another company mostly but we can OK this.”

I assume this isn’t possible and why the hell not? Why does health insurance have to go through an employer to make it affordable? UGH insurance crap in the US is so frustrating! /rant
