How long does it take to establish residency? Can my wife move in with her parents in another state to get exchange coverage in that state? If so, how often can she “visit” me?

My wife has a complex condition and will likely need a procedure in a few months at a hospital that is currently not covered by our current health-system specific plan. We can’t buy exchange coverage that will work at this hospital because we live over the state line and there are no plans on the exchange that have out of network/out of state coverage.

So my question is, can she move in with her parents to establish residency in the state (NY) where the hospital is and buy exchange based insurance in that state? Assuming we want to keep this above board, could she live with her parents in that other state (NJ) 16 days a month and spend 14 days a month at our house in the other state?

Could she also then decide to “relocate” back to our home, which would cause her to lose her exchange insurance and thus enable me to use that as a QLE to change my work insurance from my employer specific plan?
