Non PCP on HMO Open Access Plan?

My wife just went to visit a family doctor that had to bill her insurance as a PCP, but she already has a PCP. The family doctor billed her as a PCP and requested her PCP co-pay. She’s not interested in switching her PCP, and is wondering how this will affect the bill. Is it permissible to see a family doctor that is not your PCP on an HMO Open Access Plan (needs to choose PCP but does not need a referral to see a specialist). We’ve tried to get in touch with her insurance company but there is a massive wait. Any ideas what will happen?
