Healthcare provider refuses to submit through insurance

I live in New York and saw a healthcare provider that is in-network through my insurance (confirmed with the insurance company and the billing company). The provider uses a third party system for their billing, and even though I am in-network, they refuse to attempt to bill my insurance. My insurance is a smaller company that uses the network of a larger company. The company has stated that they cannot submit my claim because it goes through the postal service and is not electronic. Is it legal to refuse to submit my claim?
