Is saying Pre Authorization is unnecessary another way for insurance to avoid paying out claims?

I recent had a doctor trying to get coverage for a series of expensive procedures and they filed for pre authorization for it. My insurance BCBS told them that they didn’t need pre authorization. My understanding is the pre authorization is an agreement between insurance and the provider stating that the procedures will be covered by insurance beforehand. So is saying it isn’t needed a common way for them to get the provider to file a regular claim without pre authorization at the time of the procedure (or after) and then they can deny it and force the cost onto me?
