Do I need to pay a deductible for a medical care outpatient visit or is it covered after a copayment?

I have BCBS PPO. If it says this on the website without anything else for a medical care outpatient visit:

In-Network = $10 copayment per visit

Does that mean the cost of the visit is covered, i.e. no payment to my deductible, unless I do a test at the office? Thanks!
