Confusion about health insurance in Virginia / Baltimore,Maryland. I’m a Virginia resident

I’m a resident in northern Virginia. Some redditors told me that there is no PPO plan in Virginia. I’m trying to figure out how to get health insurance that will cover a specific doctor and operation in Baltimore, Maryland.

Alot of redditors told me that in Virginia, there is no PPO in the individual market insurance

I called the doctor in Baltimore and they told me this:

Below is a list of our participating commercial insurance plans. • Aetna • BlueCross/BlueShield • Cigna • United Healthcare

You should be able to acquire one of these plans from the Virgina Market Place.

It could be a PPO, POS, or HMO with out of network benefits.”

I’m confused, is there no option to get health insurance to cover the doctor in Baltimore? I thought I need a PPO to see someone outside my area in Virginia but the doctor’s office says it may be possible to get insurance to cover her?
