Mother’s TCC spouse equity about to expire

My parents divorced in 2018 and my mother was put on TCC healthcare for three years. She has been working for the last three years to get permanent healthcare and even got her congressman involved due to the bureaucracy taking forever. Her TCC healthcare expires in November. Her paperwork has been at the National Finance Center for three months. She has been calling for an update and each time they state that they are working on it. She is very sweet and non confrontational and being taken advantage of I think. I was unaware this was an ongoing issue until she called me this morning in tears about it. I called their number at 1-800-242-9630 and was very stern. The woman I spoke to said she has escalated it to the processing supervisor. I asked for a way to make a complaint or proof that this issue will be resolved and was told she doesn’t know. I am furious that my mother may lose her health insurance due to them dragging their feet. Does anyone have any advice on what my next move should be? I plan to call every single day multiple times a day if I have to until this is resolved. I have no idea what else to do. It is near impossible to find any information online about what to do now or who to contact for help. Any help is really appreciated.
