Medi-Cal eligibility: What is considered income?

I’ve become a Trust administrator for a family member who currently receives Medi-Cal. I believe he qualified for Medi-Cal through the Aged, Blind and Disabled Federal Poverty Level (FPL) Program. He is over 65 and has no earned income.

The Trust is set up to provide a small income that won’t disqualify him from Medi-Cal or Social Security benefits (SSI), and therefore the Trust must be administered to keep his income below the current limit of $1,482 / month in LA County. I have a few questions about what Medi-Cal considers as income:

Does SSI count against the income limit? On California’s Medi-Cal website it says SSI does not count as income. https://ca.db101.org/ca/programs/health_coverage/medi_cal/program2a.htm. Does anyone know if LA County follows this rule? The family member has been saying they have been counting his SS as income. If the Trust pays his rent, does that count toward his income? If the Trust pays his phone, water, and gas bills, does that count toward his income?
