not sure how to navigate new insurance

Searching for insurance has been so beyond frustrating I’m at the point of just giving up. i (21f) have always been on my moms insurance, Anthem Blue Cross and Blue Shield (the medicaid one, idk if thats important) but recently, my mom got a new job which means her insurance will be changing. I’m also in the process of trying to get a breast reduction as well as generally be covered by insurance. Everything with BCBS has been fine, but the reduction office told me that the process of being approved took too long and now I have to redo everything. The issue is, I don’t have enough time left on BCBS to redo everything. Now, my mom is telling me I also won’t be covered by her new insurance, because I’m not currently enrolled in school. I was always under the impression that I would be covered regardless until I was 26-27. So not only will my breast reduction fall through once again, but I probably won’t even have insurance anymore either. Apparently, i make too much money to be covered by BCBS as well, which I’m not sure how that works because I’m literally a server. Finding a quote has been a nightmare, in which I get a phone call every 3 seconds when I’m just trying to compare prices. Why does American insurance have to be so difficult?? How should I continue to go about finding a plan for myself. A lot of them are so expensive, so I’m not sure if I’m looking in the right places or if I’m just SOL with finding affordable insurance.
