Kaiser billing me for piss tests so I can keep getting ADHD meds

I have Kaiser Permanente (Mid-Atlantic) as my insurance/provider, and they’re requiring I submit to drug screens to continue receiving stimulant prescriptions. I’m not crazy about the stigma this policy buys into, but can see the theoretical reasons for this. Addiction bad, stimulant misuse rampant, fine. The part I’m very much not okay with is being charged $158 a pop to make sure I’m not selling or abusing my meds.

Their stimulant policy states:

Laboratory testing may be used as part of treatment to ensure appropriate medication adherence. Failure to obtain requested laboratory testing may be considered as potential grounds for termination of prescription.

Ahem? To be clear, Kaiser saves me money relative to the other extortionate cr– ahem, benevolent health insurance providers all Americans so love. If this is just the cost of doing business, I guess I can just eat it, but… is this legal? I’m not being treated for addiction nor charged with a crime. Also this doesn’t in any way treat ADHD and stimulants aren’t open to be prescribed to the general public. That being the case, isn’t this a charge for a preexisting condition?
