Need help understanding my husbands insurance situation.

Hello everyone. I tried looking up what this mandate is but couldn’t find any answers. Idk if I’m just not looking at the right place or what.

The situation is my husband is an electricians apprentice. He signed up for the health coverage through his company during the open enrollment last year and continued it this year. He is makes less than $35k a year and the cost is $70 a week. It was $50 but a month after the second open enrollment period ended they announced that it was going up to $70. My husband is the only source of income due to my severe health issues and we honestly couldn’t afford it at $50 a week and definitely cant now at $70.

We decided to look for something else because our expenses have gone up. Specifically gas because my husband commutes anywhere between half hour to 1-2+ hours one way depending on the location of the job site. We found a much better plan through blue cross blue shield with no regular payments and significantly lower copays and deductibles. The gal said he would have to cancel his insurance through his company and enroll by nov 1st. He talked to his boss about pulling out and his boss talked with the office gal that handles all of that. She sent my husband an email simply stating:

“According to ACA mandates you can’t do that until open enrollment which will be Aug 1st unless you have a qualifying event.”

His coworkers said that a qualifying even is like having a baby, getting married/divorced, car accident, etc… Something dramatic like that.

I tried looking up the specific mandate and see what exactly it states but I’m not finding it. I might have accidentally overlooked it or something so I’m hoping someone here is familiar with this and help me understand the exact statement on the mandate is? Or point me to the right place to find it?
