Question about nationwide plans for employers + Cigna OAP

So my employer is about to take out a new insurance plan for 2022 and asked if I have a preference because I’m needing a big operation this coming year. There’s only about 5-6 of us working in the US, but since we are all in different states, they will be taking out a national plan. Is there a place where I can view all of the national plans available to them?

Also, I need a pretty big operation and there’s a specific surgeon that I want and he only takes Cigna. Does anyone know whether having Cigna’s Open Access Plus plan means that I can use any surgeon out of state who’s in network with Cigna? Also, I’m wondering if Cigna’s OAP plan is available as a national plan? Thanks in advance to anyone who helps make sense of this to me.
