Can you change your health insurance plan after receiving a cancer diagnosis?

Hello Health Insurance community~ I’ve been trying to research this issue, but I haven’t found any relevant information.

My mom was diagnosed with cancer a few years ago. She has received excellent healthcare, but her insurance policy is terrible. She has a $10k deductible, and she won’t even tell me her out-of-pocket max. She doesn’t receive insurance through work. She purchased the individual health policy 10-ish years ago through BCBS of Texas.

She is convinced that she cannot switch to a different plan on the marketplace, because they will either deny coverage or charge her too much for premiums.

However, she’s never actually look at her options, and she refuses to even try because she says it’s a lost cause.

I know that with the ACA, marketplace providers can’t discriminate against pre-existing conditions.

I’m imagining that it’s at least possible that she could find a policy through healthcare.gov that charges a higher premium than her current plan, but that also has a lower deductible/out-of-pocket max, such that the new policy is more affordable than what she’s paying for right now.

Is there something that I don’t know, that’s actually forcing her to keep this terrible policy? Is there something about her circumstance that doesn’t protect her from pre-existing condition discrimination?

I’d like to know some other opinions before I press the issue again, because issue is very sensitive.
