Medicaid NY for Emergency Services Only

Hello. My friend smashed her finger with a window. She is in pain and cannot move it, looks like the bone is fractured and requires a surgery. She is a non-citize. immigrant and has Medicaid for Emergency Sevices Only. She’s been told to go to an ER. Not sure if services such as fractured finger bone and surgery would be considered emergency and covered under that plan. Is anyone familiar with it?

Edit. Turned out that she was at an ER and they bandaged the finger, however they said that a surgery is required but will not be covered under her insurance and she needs to sign a notice of noncoverage. I don’t think they have her the correct information since the ER specialist advices a surgery
