Making me resubmit paperwork/referrals due to using a different insurance?

I hurt my back a while ago, talked to my PCP, who referred me to a spine specialist, who said best choice was surgery to resolve the issue. All through UHC, which I assumed was my only health insurance, and the Spine specialist said they would handle insurance. I was told today that for some reason, the insurance for the surgery is being done through Kaiser, because they have an indemnity for me?

I don’t know what that means, and my research suggests it’s something about owing the a different company due to fault; though my injury wasn’t because of anyone else or even work related. Because the surgery insurance is through Kaiser instead of UHC, they don’t have any records of my Doctors visit or meeting with the specialist so they are denying my claim for surgery.

If I jump through all the hoops a SECOND time, and meet with my Doctor, then the specialist, then submit the paperwork, it’ll never be done in time for my scheduled surgery and with have to reschedule.

Does anyone know why they would use a different health insurance in this situation? and anything I can do to have the two Health insurance companies share notes?
