How to get immediate coverage for hospitalized parent?

My mom is 64, she got sick in another country (she was living there for almost two years), I medically evacuated her and were on our way to my home state but because of her critical condition we emergency landed in a nearby state (not my state of residence).

Diagnosis: COVID, Pulmonary embolus, pneumonia

Now she’s covid negative, still has a pulmonary embolus, no more pneumonia, but she is encephalopathic for unknown reasons.

Now she is medically stable however we are being told the hospital she is at cannot transfer her because no hospital will accept an uninsured patient (unless I drive her in my car to our home state and wheel her into the ER).

Is there any recourse for how to get my mom covered asap, it can be short term, out of pocket, or Medicaid. We already filled out the Medicaid application but that will take months obviously. Also, she was not a US resident for the past two years but is a US citizen. I just want her to get insurance so a hospital will accept her in my home state. She is no longer critically ill, is covid negative. The only income she may be receiving is SSI but I don’t know how much it is.

My mom is not lucid. She is extubated but not of sound mind to provide any details or answer questions to help with this at all. She is only oriented to self at this time. We are pending an MRI to rule our brain lesions. So the onus is on me unfortunately. I have no other blood relatives or siblings.

According to my state’s health insurance page that references a “qualifying life event”, I read the following,

“You were living in a foreign country or a U.S. territory for one or more days in the 60 days prior to the move.”

Which tells me my mom is not qualified for a special enrollment period qualifying life event because as far as I know, she was uninsured while living out of the country. I don’t have her of sound mind to answer me otherwise.

Is my only recourse to buy a private plan? If so how quickly can that kick in? If she’s currently hospitalized idc about the previous bills, I only care about a hospital accepting her to go to our home state.
