Medicaid-Medicare inquiries for my mom

Hi all, my mom just turned 65 and we hadn’t anticipated how confusing Medicare enrollment and benefit setups would be compared to Medicaid. She lives in Maryland. She doesn’t have income besides her social security survivor benefits, and her premiums are set to be paid by the state and then reimbursed.

My main questions:

Medicare Buy In rep told me she is not enrolled in medicaid through her old MCO anymore. Tbh, he wasn’t very helpful and seemed lazy, so can anyone clarify about how it would be that she is having her premium paid by Medicaid but she is not technically insured by them anymore?

How do co-pays and deductibles for doctor visits, urgent care, etc. work? I would hope given the fact that she is low income and is having premiums paid by the state, she wouldn’t have out of pocket costs for routine services. But none of the info on her Medicare portal clarifies about this and we never actually got a packet confirming her Medicaid coverage/carry over once she was enrolled in Medicare.

I may not hear back from the state health insurance office for a few days so I appreciate any input!
