Texas Medicaid Denial

Hello, my mom was recently denied Medicaid coverage even though she is extremely low income and hasn’t worked in months. She was recently diagnosed with compensated cirrhosis after many stays in the hospital for gall bladder issues likely caused by the cirrhosis. She needs gall bladder removal, but we have no way of doing so unless she can pay a lot of money she doesn’t have, so she applied for Medicaid. She was denied because supposedly they won’t initiate coverage if any hospital bills have been paid in the past year. She was denied because she made a small payment on a physical therapy bill quite some time ago. I’m not sure what we can do. This reason for denial sounds fishy to me, or at the very least, scummy. Does anyone have insight on what our next step should be?
