Humana/Medicare only covers severe stokes, not minor strokes?

My grandfather suffered a stroke 2 weeks ago. He was unable to walk and struggled to speak and was completely confused. He was driven by ambulance to a hospital (state of Arizona) where imagining confirmed it was a smaller stroke. Yesterday they received a letter denying coverage for any of the services provided on the initial stroke day (redacted letter below). They acknowledge he had a small stroke, but say that small strokes are not covered (Medicare) and he would need more debilitating symptoms to be covered.

They called in to the hotline but was told there is pretty much nothing they can appeal as they are both agreeing on what happened. They are simply saying small strokes are not covered and therefore they have nothing to appeal on unless he becomes more debilitated. They don’t understand how small strokes wouldn’t be covered. Any advice how on how to proceed, or what could help his appeal, would be appreciated.

My grandfather usually goes to the VA so I told him to maybe reach out there first to see if they have any resources to help with this. They just feel hopeless. They don’t have the finances to pay for this on their own and this has added insurmountable amounts of stress to their life during this already difficult time.
