Since I’m eligible for my state’s insusrance, I’m disqualified from ACA credits toward private health insurance. Is there any way I can get around this?

I need hernia surgery which the Oregon Health Plan won’t cover (they consider it elective), and I have a psychiatrist who won’t take Oregon Health Plan. So a private plan is best for me. But because I’m eligible for Oregon Health Plan, I can’t get any ACA credits towards healthcare and would have to pay full price. Is there any way around that?
