Insurance won’t answer phone

What should I do if I have if my insurance flat out won’t answer any of their phones for days to authorize medical treatment?

Myself and my doctor are both getting “sorry, due to technical difficulties, we cannot answer the phone. Goodbye.” He really doesn’t want to operate without authorization and I don’t want to wait another few months in pain. I can’t even get through on their “technical support” number.

This is blue cross blue shield anthem, in case that matters.
