Hi all, I hope everyone is healthy. I am very confused about the structure and meaning of the federal poverty level percentage ranges. I guess to make it simple, are you poorer at 400% of the poverty level vs. being at 100% FPL? If you are poorer at 100% poverty level, why is it that people who are under the 100% poverty level do not qualify for benefits?
